The serious concerns expressed about the impact of the decrees implementing federalism will have on quality of life of southern populations, are confirmed by the contents of the Decree No. 317/11 on the municipal federalism to conclude which is now on its way to approval.
In recent days Svimez , at his hearing on February 23 before the bicameral Commission, noted that there is no guarantee of sufficient resources to finance even the LEP (the Essential Levels of Performance) and that fiscal autonomy is almost exclusively in limited room for maneuver on the additional tax. It, therefore, the Commission has proposed a deep modification of the mechanisms of the standard cost for avoiding a heavy penalty of southern community.
For its part ANCI put forcefully the question of certainty of resources allocated to local authorities. The Union also complained that the provinces sharing IRPEF, for it is defined, is nothing but a disguised transfer state representative.

Si tratta, insomma, di un "federalismo indeterminato" dal momento che, ad oggi, i suoi pilastri non esistono: fabbisogni standard, costi standard, autonomia gestionale impositiva, fondo perequativo e perequazione infrastrutturale sono tutti di là da venire. Il federalismo nella forma in cui si sta realizzando, non pare destinato a portare vantaggi alle aree in ritardo di sviluppo; anzi esso, si sommerà ai tagli alle risorse per i servizi sociali imposti dalla legge di stabilità ed alle difficoltà a rispettare gli obiettivi di spesa delle risorse europee 2007-2013 il cui raggiungimento è essenziale per evitarne il disimpegno e la perdita. Una situazione che, a fronte del perdurare delle conseguenze della crisi, della nebulosità del sedicente "piano per il Sud" e del rifiuto di introdurre tra gli elementi per la definizione dei costi standard dei servizi sociali un indice di "deprivazione sociale" accanto all'attuale indice di anzianità, avrà effetti drammaticamente negativi sugli anziani e le fasce più deboli della popolazione meridionale, oltre che per le decine di migliaia di donne e giovani esclusi dal mercato del lavoro.
